Ministry of Commerce Holding the Symposium on Rectification of Commercial Bribery in Provinces and Cities in Northeast and North China
In order to push forward the special work on rectifying commercial bribery, the Leading Group of Ministry of Commerce for Rectifying Bribery in Commercial Areas held the Symposium on Rectification of Commercial Bribery in Provinces and Cities in Northeast and North China on August 10 and 11 according to the overall arrangement of the Ministry. Mr. Wang Hemin, member of the Leading Party Group of MOFOCM, Vice Minister of Commerce in Charge of Discipline Inspection and Vice director of the Leading Group of Ministry of Commerce for Rectifying Bribery in Commercial Areas, delivered a speech at the Symposium. And heads in charge of rectification on commercial bribery in local administrative departments of commerce in Beijing, Tianjin, Heilongjiang, Jilin, Liaoning, Inner Mongolia, Hebei, Shanxi and Changchun took part in the ceremony.
Mr. Wang Hemin said in his speech that it lasted for 5 months since the launching of the special work on rectification of commercial bribery, departments at all levels attached great importance to the work and earnestly carried out the decision of the CPC central Committee and the State Council and the arrangement of the leading group. Administrative departments of commerce at all levels set up leading bodies to manage the work, drafted working plans in line with realities, confirmed key tasks, actively launched publicity and education, steadily pushed forward self-examination and self-rectification, earnestly investigated and verified complaint letters and calls, and made primary achievements in the long-term mechanism construction. In general, the work on rectification of commercial bribery was deepening and had a good momentum of development, but the appraisal to achievements should not be too high, we should take a look at the shortness and problems, such as the unbalance of the work, there were still typical and apparent problems in some departments.
Mr. Wang Hemin said the most important to do better the rectification work was to settle the problem of awareness. The CPC Central Committee and the State Council pointed out that the rectification of commercial bribery was an important political task put forward at the level of strategy and overall situation, relating to the healthy development of socialist market economy, the construction of socialism harmonious society and the realization of the great goal of building up a well-off society in an all-round way, meanwhile, was an event of the Party and government departments at all levels. Officials of local administrative departments of commerce should unify the thoughts to the spirit of the CPC Central Committee, especially those leading groups should attach great importance and earnestly organize and promote the rectification work rather than just conveying and arrangement.
Mr. Wang Hemin pointed out that we should further specify the working target. The commercial work should spread over more areas and touch on domestic and foreign trade and international economic cooperation. With the implementation of "Going Global", more and more Chinese enterprises went overseas. If we fell in the work on rectification of commercial bribery, Chinese internal and overseas enterprises were affected. We should take it as the important goal of rectifying bribery in commercial area to advocate the healthy culture of commerce, create favorable business environment, and set up an international image of responsibility and a big country of trade and economy. The work was a good opportunity for most of party members and employees to be educated and enlightened but for most of local administrative departments of commerce, it was a process to improve system, enhance management and regulate commercial behavior.
Mr. Wang Hemin required that we should find out key points in work on rectification of commercial bribery and strive to settle deep-rooted problems. The Ministry of Commerce and administrative departments of commerce at all levels should focus on the special rectification work not only within the institutions but also in units directly under them. As for supervision institutions, main work of rectification was instruction and coordination to know well the progress and promote the work.
During the Symposium, provincial and municipal administrative departments of commerce attending the meeting briefed respectively and communicated the actions and problems at the first stage, and the arrangement in the next step.
